Empowering the City to Save Itself

You can find neighborhoods like Civic Park in practically every city in the United States. This requires industries to evolve over time and constantly seek out cheaper and more efficient means of production. After the Civil War the country shifted fully towards industrial production, which required the construction of factories and the employment of workers, or wage-laborers. During the first few decades of the twentieth century this process accelerated the development of and emigration to cities like Flint, Michigan. While most cities included more than one industry, the Michigan cities that grew up during this time only included one - the auto industry. As a result, Flint could never be very economically secure, because the entire city revolved around the production of something that experienced constantly shifting levels of demand. Until automation this meant that the population and small business presence in the city was constantly in flux, with people moving in during the good times and leaving when the work dried up. Automation decreased the need for workers even more and... Flint was hit particularly hard by these two developments, and the people left behind became victims of a process that champions extracting as much value as possible with little or no regard to the human or environmental consequences and then... Just because the north ended slavery first, that did not mean black people could find refuge there. (1) That changed after the war, though, as capitalists urged people of all backgrounds to migrate to the city for job opportunities in their factories. Thousands of black people seized the opportunity to leave the south, migrating to cities like Chicago, Detroit, and Flint. At the same time, immigrants from Central and Eastern Europe were arriving in these cities to pursue their own version of the American dream. The population of many cities expanded.
