Chris Christie's pension commission report looming, the head of New Jersey's League of Municipalities last week launched a pre-emptive strike against one possible pension fix local officials fear could raise New Jersey's sky-high property taxes. Bill Dressel stood before a gathering of Ocean County mayors on Tuesday and urged them to denounce to lawmakers any proposal that includes merging the state's feeble pension funds with their municipalities' more fit funds. Last summer Christie convened a special commission to recommend changes to shore up the pension system, building upon a 2011 reform package that required the state and public workers to contribute more into the system. Dressel said local leaders are concerned the commission may recommend the state use its broad powers to consolidate the the state and local systems, a maneuver that would unite on-and-off-again foes -- the police and firefighters unions and the... Both the state and local governments make contributions into these bifurcated plans, but the state covers state employees and the municipalities cover municipal employees. Moody's Investors Service said late last year that these local governments "currently are not affected by the state's severe pension underfunding problem. New Jersey requires municipalities to make pension payments, even while the state takes pension holidays or skimps on its contributions. State funding for the state public employees system is 46 percent and could go broke within 10 years, while local funding is at 73. 9 percent and isn't scheduled to ever run out of money, according to state records. The local portion of the the police and firefighters' system is funded at 73. 9 percent, while the state portion is at 48. 6 percent. "These local governments' annual rates determined contributions, determined by state statute, have ranged from 84 percent to 92 percent of (what actuaries require) in recent years, versus the state's very low 4 percent to 28 percent.
